Derbyshire Constabulary spends in excess of £180m of public money annually. The post-holder will be the Deputy S151 Officer responsible for leading the Strategic Finance, Finance and Business Services team of around 70 full time equivalents in a complex and diverse environment. Reporting into the Director of Finance and Business Services, they will be the lead for overseeing the finances of the Constabulary, providing regular budgetary information, financial and business support to senior managers and the wider Senior Leadership Team.

The post-holder will have the following objectives:

To ensure the Strategic Finance, Corporate Finance, Finance Support and Business Services team support the Director of Finance and Business Services and contributes to the achievement of the priorities of the Constabulary.

To provide strategic financial advice and direction ensuring all statutory requirements are adhered to.

To demonstrate positive strategic leadership, working as a member of the Senior Leadership Team, securing the improvement of processes and services throughout the constabulary with a key emphasis on value for money.

To lead and be accountable for Strategic Finance, Corporate Finance, Finance Support and Business Services through the development of appropriate strategies.

To explore and develop opportunities to work collaboratively with Derbyshire Fire and Rescue Service and others where it is mutually beneficial to do so.

Specific Roles and Responsibilities:

To ensure that timely, accurate and impartial financial advice and business services information is provided to assist in decision making to ensure that the Authority meets its policy and service objectives.

Provide strategic and technical support to the Constabulary on financial management issues, including:
Revenue and capital budgets
Monitoring and reporting of performance against budgets
Management of all external borrowing and other finance
Leading on Taxation and other technical matters with the HMRC
Supporting the Scheme Manager on the Police and Local Government Pensions schemes
Financial appraisals in respect of investments and projects
Providing financial implications of all material business decisions to the Joint Director of Finance and Business Services, Chief Constable and the Police and Crime Commissioner.

Ensuring the provision of a comprehensive financial accounting service, in accordance with national standards and the requirements of the Director of Finance and Chief Constable, to produce true and fair accounts that satisfy the auditor.

Briefing the Chief Constable and working with the Police and Crime Commissioner’s Chief Finance Officer on financial and business services matters and providing advice and training where required.

Leading on ethical financial and business services management throughout the constabulary and supporting the Senior Leadership Team by ensuring knowledge and understanding of financial and business services issues is at the appropriate level.

Represent the Constabulary including deputising for the Director of Finance on financial and business services matters, including project boards, collaborative meetings and at a local, regional and national level.

To be a key member of the Senior Leadership Team, helping to develop and implement priorities and to resource and deliver the constabulary’s purpose, principles and priorities.

To actively promote and contribute to corporate and cross departmental working to develop greater integration of financial and performance information reporting throughout the constabulary.

Challenging and supporting decision makers on affordability and value for money but ensuring policy and operational proposals with financial implications have appropriate controls in place.

Leading and developing the teams including the management of projects and collaborations and developing strategies to manage the seasonal nature of workloads.

To lead and mange an effective, regular, high performance and customer focused service striving for continuous improvement.

To ensure all staff are informed, managed and motivated to deliver a high quality and cost effective service.

To support the constabulary through effective collaboration and engagement through appropriate local, regional and national groups, ensuring partnership arrangements are underpinned by clear and well documented internal financial controls.

To maintain effective communications to ensure that key interests both inside and outside the team are appropriately informed and involved.

To advise on corporate financial risk and management, including safeguarding assets, risk avoidance and insurance.

Understand and comply with all policies, procedures and relevant legislation.

To undertake any other reasonable duty, commensurate with the grading and responsibility of the post, across the constabulary in order to meet constabulary priorities and business continuity requirements.

Skills & Experience Required:

Essential:

CCAB qualified with significant post qualification management experience.

Ability to be adaptable and work under pressure, prioritise objectives and deliver results.

Ability to maximise resources, manage budgets and drive performance in a disciplined environment.

Ability to inspire and motivate staff/colleagues and build effective teams.

An understanding of the statutory and regulatory framework within the range of the role.

Knowledge of pay, pensions and non-pay taxations regulations.

Experience in a senior financial position within a public sector organisation.

Experience of leading and managing a multi- functional team.

Proven success in developing effective working relationships, partnerships with other agencies and communicating and influencing others.

Experience of using sophisticated financial systems.

Desirable:

Ability to implement creative and imaginative approaches and identify new options for service development.

Experience of leading and managing a department through change.
